The Pirate's council is meeting to discuss the latest threat to the sea. There is talk of a pirate, no one is sure of whom they are, attempting to steal the ships of other pirates and enslaving both captain and crew, thus creating their own fleet. The meeting is taking place in secrecy, only the captains know where they are headed. Cutler Beckett wants in on this, and is willing to pay almost any price to have a piece of the action.
